Is he a user cheat or none of the above?

My friend is "in a relationship" with this guy but he is unwilling to tell his friends (she is not aware of this). He today told his friends that he was going to bed when as a matter of fact she was going over. Do you think he is using her? or what do you think? outside opinion needed... a lot of disgruntled people...
