In WWE do the GMs call the shots or does Vince call the shots and they do what he tells them?

On WWE the GMs are nothing more than just roles for the show. They have not actual power and run off more of a script than the wrestlers do. Vince does not currently call the shots, one reason wrestling is sucking right now. He is letting Stephanie run story lines while Shane O'Mack runs the business side. I really hope he is setting them up to take over the show.
