It took the US 13 years to come up with a workable gvt and almost collapsed before that?

Why do people expect a nation like Iraq, that has been living under brutal dictatorship for years and is constantly under attack by people that would love to destabilize and take the country over for themselves, to transform into a perfect nation overnight?
