What would cause nails to come up through a linoleum floor?

My mom bought this house barely about six months ago and we are now noticing nails coming up through the linoleum tiles in the bathroom and kitchen which were remodeled before we bought the house. The guy who we bought it from did some really shotty remodeling work on a low budget, but we're just noticing the nails now.
